GMA LED GROUNDBREAKING RITES FOR FUTURE HOMES OF FLOOD VICTIMS

DINGALAN, AURORA, December 23, 2004
(OFFICE  OF  PRESS  SECRETARY) President Gloria Macapagal-Arroyo today led the groundbreaking here of the core shelter housing project, the future home for hundreds of families displaced by the four typhoons that hit this province this year.

This town suffered the worst flooding and the most number of deaths in this province from the successive typhoons from November 14 to December 1.

The President arrived here at noon on board the presidential helicopter with Social Welfare and Development Secretary Corazon Soliman, Cabinet Officer for Provincial Events (COPE) Secretary Conrado Limcaoco, Governor Bellaflor Angara-Castillo, Representative Sonny Angara of the lone district of Aurora, and Defense Undersecretary Ernesto Carolina.

She was welcomed by the residents and local officials led by Vice Governor Abel Tangson, Mayor Jimmy Ylarde and Environment Undersecretary Rado Dimalibot.

The President immediately proceeded to Barangay Caragsacan some two kilometers from the town proper, where she led the ceremonial lowering of the capsule on the 1.5-hectare relocation site. The Department of Environment and Natural Resources (DENR) has certified the area as a safe relocation site.

Assisting the President during the simple ceremony were Soliman, Angara-Castillo and Ylarde.

The President told the displaced families that the groundbreaking signals the start of the rehabilitation phase of the government’s disaster response. She also urged them to help build their new homes through the food-for-work program.

Limcaoco said some 250 houses would be built early next year on the 1.5-ha. site.

The DENR, DSWD and the Dingalan local government unit (LGU) are still assessing the viability and safety of the additional sites for the 1,008 families affected by the deluge.

Governor Angara-Castillo, Mayor Ylarde, and Barangay Caragsacan Chairman Jose Fabros said they could not thank her enough for her concern for the victims of the calamity.
