There’s an amusing story about a balikbayan who invited his two friends whom he had not seen for years to his hotel room in Makati for a reunion. When they were about to enter the elevator, a power failure suddenly occurred forcing them to take the staircase. * * * But it would be a long climb because the balikbayan’s room was on the 35th floor! To divert their attention from the long climb, they agreed to relate stories by rotation about the happiest experience of their lives to be followed by the saddest. Halfway up the hotel building, they completed narrating their happiest experiences. * * * Now they began relating their saddest. As they reached the 34th floor and were running out of breath, it was the turn of the balikbayan to relate his saddest story. “Nahihiya ako” (I’m ashamed), he said looking worried. “Huwag na lang kaya, baka magalit kayo” (I’d better not. President Rodrigo Roa Duterte walks a tight rope with his controversial advocacies.

Vice President Leni Robredo is an honest, decent, and beautiful woman who sincerely does not covet the presidency but has nevertheless been elected as the vice president and heir apparent under the Constitution.

While Vice President Leni Robredo is being loved, President Rodrigo Duterte is being feared.

It follows that, in spite of President Duterte’s exceptional trust ratings and popularity, his governance style and authoritarian tendencies tend to create parallel and simultaneous air of anxiety and uncertainty amidst bold initiatives in domestic and international economic and geopolitical relations.

Thus, while it is understandable for President Digong Duterte to surround himself with classmates, frat brods, neighbors, relatives, provincemates, and those who have worked in Davao or been assigned to Mindanao, these parochial, insular mindset and filial loyalty are not conducive to big thinking and inclusive growth.

Hence, after six months, the President should take a second look at his first wave of appointees to determine the square pegs in round holes, and cast a wider net of the best and brightest regardless of political leanings.

He should consider hiring former political opponents, critics, successful businessmen, and professionals who have not worked in Davao.

Second, to tackle and resolve intractable national issues from the death penalty to the Marcos burial to peace with the Reds, the presidential appointees tasked to tackle these problems must rise above their parochial moorings or appoint the right people for the right job.

In the same manner that former President Benigno “Noynoy” Aquino III chose “corruption” as his flagship issue which was unfortunate since corruption cannot be eradicated, the same fate may befall President Duterte with the latter’s war on drug trafficking as, narcotics is open ended and a global menace.

Nonetheless, President Digong Duterte is not only doing well and doing right by the Filipino people with his crusade against drugs, criminality, and corruption, President Duterte, nevertheless, has to cease thinking as a small-time provincial warlord and become presidential, patriarchal, and leader of all Filipinos.

When all is said and done, there is fear and anxiety in the atmosphere and so far, there has been no change in ethos or spiritual transformation.

It is ironic that it is in this part of the world where Christ was born that there is so much trouble and conflict and violence today. Not too far north of Bethlehem in Israel is the country of Syria, where civil war has raged for the last five years and some 500,000 people have been killed. It is in the Syrian city of Aleppo where, in the words of the United Nations High Commissioner on Human Rights, “crimes of historic proportions” are being committed allegedly by Syrian troops on civilians caught in the fighting.

To the east of Syria lies Iraq, where violent warfare is similarly raging in the city of Mosul between the Islamic State with its allies and Iraqi government forces. North of Syria is Turkey where the Russian ambassador was assassinated only last Tuesday by a gunman crying, “Don’t forget Aleppo!”

In Jordan, east of Israel, the peace was broken last Sunday by an attack by gunmen on a Crusade castle in Karak, killing ten policemen, civilians, and a tourist. To the southeast, across Saudi Arabia, in the country of Yemen also last Sunday, a suicide bomber killed at least 40 Yemeni soldiers in Aden. And in the Mediteranean Sea west of Israel, thousands of Syrians and other refugees from the Middle East have drowned in their flimsy boats in their search for a new life in Europe.

There is also violence and conflict elsewhere in the world, but most of it seems to be plaguing the area around the Holy Land where the angels sang of peace and goodwill the night Christ was born in Bethlehem.

Here in our own country, we have had gunbattles in Mindanao with the Abu Sayyaf and the Maute, but peace talks with the major Moro forces and the Communist New People’s Army have raised peace hopes in that troubled part of our country. President Duterte has appealed to all for a peaceful Christmas. “Maybe we can resume fighting some other day,” he remarked.

On the day Christ was born, the angels sang in praise: “Glory to God in the highest.” And they sang with hope for mankind: “And on earth, peace, goodwill toward men.” On this Christmas Day, we join President Duterte and all other leaders in hoping and appealing and praying for peace – here in our country and in the rest of the world, particularly in and around the Holy Land in the Middle East.

“No, we won’t get mad,” the two badgered. “Okey,” he said, trying to avoid their searching looks. “Alam ninyo, nakalimutan ko ang susi ng kwarto ko sa counter sa baba!” (You know, I forgot the key to my room at the counter downstairs!). After climbing that far!

Yes, we’re celebrating Christmas again. And the KEY to all our celebration is Jesus the Savior. It would be a bleak and sad Christmas, indeed, if we we’ve forgotten this reality.

Many of us have different perceptions about this year’s Christmas celebration.

Some will say, “It’s not happy because of the few gifts I’ve received.” For country men who‘re reeling from the devastating typhoons, “it’s a bleak Christmas.”

Still others say, “A promising business failed, a brother died or “Papa working in Saudi can’t come home for Christmas.”

* * *

Christmas would, indeed, be a lot happier if times were better. Still Christmas this year–and every year—will always be happy. And the reason is because of the joyful reality that Christ came into our world.

* * *

Therefore when the pessimist in us is tempted to cry out: “Look what the world has come to!” We should rather say: “Look what has come to the world!”

“God so loved the world that he sent his only-begotten Son.” Think about it: God didn’t send an angel or a heavenly proxy but His very own Son! (Jn 3,16).

* * *

Consider this, too: The Son of God, the Creator of the Universe came through the backdoor of his own creation, poor and bereft of material wealth.

* * *

Isn’t this telling us Christ’s message that greatness and true happiness are not measured in worldly terms?

Peace, kindness, love, understanding–these are the unworldly things that make Christmas truly happy, timely, and meaningful.

THE LIGHTER SIDE. If Sta. Claus were alive today, he’d think twice before scaling up into any chimney. Overweight, over forty, and carrying the load of a bulging tummy—Santa would be a candidate for heart attack.

Overweights, take note!

Why did the pants of Sta. Claus got wet on Christmas eve?

Answer: Because he “jingled” all the way.

ON CHRISTMAS DAY, IT IS WORTHWHILE TO RECALL THAT “BUILDING AND HEALING” – NOT KILLING – ARE WHAT FVR USED TO TEACH THE AFP AND PNP IN HIS EARLIER YEARS AS THEIR COMMANDER-IN-CHIEF. THIS IS FOR THE APPRECIATION OF INCUMBENT P. DIGONG (AS “UN-SOLICITED-ADVICE” – TAKE IT OR LEAVE IT, BUT BETTER BELIEVE IT – BECAUSE IT WORKED!!!).

WHAT WORKED:

THE C-H-C-D STRATEGY

AS A PROFESSIONAL SOLDIER FOR MORE THAN 41 YEARS, A HOLISTIC APPROACH WAS THE STRATEGY THAT FVR SERVED – BEGINNING AS AN INFANTRY PLATOON LEADER IN 1951 DURING THE HUK CAMPAIGN. AT THAT TIME, OUR SUCCESSFUL FORMULA WAS DEFENSE SECRETARY RAMON MAGSAYSAY’S “ALL-OUT FORCE ON THE RIGHT HAND AND ALL-OUT FRIENDSHIP ON THE LEFT.”

SND RM highlighted his program of social justice by organizing the Economic Development Corps (EDCOR) farms for dislocated civilians and returnee-dissidents, plus providing medical and engineering assistance to our poorest communities. Today, what still works from those early beginnings – based on the experiences of the AFP-PNP – is the strategic civil-military process called “CLEAR, HOLD, CONSOLIDATE, AND DEVELOP (C-H-C-D),” which must be pursued with consistent political will and sincere police-military operations at all levels.

“TO CLEAR” A BARANGAY WHICH ARMED DISSIDENT ELEMENTS HAVE INFILTRATED, EFFECTIVE MILITARY OPERATIONS (NOT JUST POLICE ACTIONS) HAVE TO BE EMPLOYED – AND WHEN CLEARED, THE SAME AREA MUST BE SECURED WITH A COMBINED DETACHMENT OF SUITABLE STRENGTH OF MILITARY AND POLICE UNITS TO PREVENT THE RETURN OF THE INSURGENTS. CONCURRENTLY, A WELL-COORDINATED INTELLIGENCE NETWORK SHOULD BE EMPLACED – STARTING AT THE NEIGHBORHOOD LEVEL, TO THE BARANGAY, THEN THE MUNICIPAL, AND SO ON, UPWARDS.

THIS IS THE CRUCIAL SECOND STEP “TO HOLD.”

WITH AFP-PNP TEAMWORK PROVIDING STABILITY TO THE AREA, LGUS THEN STIMULATE LOCAL ECONOMIC ACTIVITY BY DELIVERING BASIC SERVICES, REPAIRING INFRASTRUCTURE, AND ENCOURAGING FAMILY VENTURES, MSMES AND COOPERATIVES TO START UP.

ESSENTIAL TO THIS THIRD COMPONENT – “TO CONSOLIDATE” – IS THE INSTALLATION OF CREDIBLE LOCAL LEADERSHIP, GOOD GOVERNANCE, AND MORE IMPORTANTLY, PEOPLE’S PARTICIPATION.

ONCE THESE ACTION CLUSTERS TAKE ROOT AND ARE SUSTAINED, THE MILITARY PHASES OUT. LOCAL SECURITY CAN THEN BE GRADUALLY ASSUMED BY THE CIVILIAN POLICE AND COMMUNITY DEFENSE AUXILIARIES.

AT THIS POINT, LGUS – STARTING AT THE BARANGAYS – BEGIN “TO DEVELOP” SUSTAINABLY AND ARE AFFORDED THE OPPORTUNITY TO FUNCTION AS PERFORMING, ACCOUNTABLE AND RESPONSIBLE POLITICAL ASSETS. THROUGHOUT THE ENTIRE PROCESS OF C-H-C-D, THE PRESENCE OF COMBAT TROOPS IS GRADUALLY DIMINISHED – TO BE REDEPLOYED TO NEW AREAS TO BE CLEARED.

ULTIMATELY, FOR THE SUCCESS OF THE C-H-C-D PROCESS TO BE ENDURING, GOVERNMENT MUST ENSURE THE CONDUCT OF HONEST, ORDERLY, PEACEFUL ELECTIONS (H-O-P-E) WHICH MUST BE CREDIBLE TO THE PEOPLE – SO THAT CAPABLE NEW LEADERS COULD RISE FROM WITHIN THE LOCALITY.

IN ANY PEACE-ORDER-LAW ENFORCEMENT SITUATION NATIONWIDE, THE MIX OF MILITARY, POLICE, CIVIL GOVERNMENT AND PRIVATE SECTOR EFFORTS NECESSARILY VARIES – BUT THE ELEMENTS OF SPEED, VIGILANCE AND TEAMWORK ARE ESSENTIAL TO ENDURING SUCCESS.

IT WOULD BE USEFUL TO INCULCATE AMONG OUR INCUMBENT PHILIPPINE TEAM LEADERS THAT A HOLISTIC SOCIO-ECONOMIC-SECURITY-POLITICAL APPROACH TO THE COMPLEX PROBLEMS OF POVERTY, MARGINALIZATION, CRIME, INSURGENCY, TERRORISM, ETC. MUST BE PLANNED EARLY, IMPLEMENTED FAITHFULLY, AND ENHANCED AT EVERY OPPORTUNITY – RESULTS IN EVENTUAL PROSPERITY WITH INCLUSIVE BENEFITS FOR ALL.

SOLDIERS’ BLANK FACES

IN HIS PUNCHY COLUMN “ERGO,” LEANDRO CORONEL WRITES (MANILA BULLETIN, 15 DECEMBER): “NOTICE THE BLANK LOOKS ON SOLDIERS’ FACES WHEN PRESIDENT DUTERTE VISITS THEIR CAMPS AND GIVES A PEP TALK. THEY ONLY APPLAUD WHEN HE TALKS ABOUT RAISING THEIR SALARIES. MR. DUTERTE HAS BEEN DOING THE ROUNDS OF MILITARY CAMPS AROUND THE COUNTRY. HE’S TRYING TO RALLY THE TROOPS TO HIS SIDE, SAYING HE’S THE ANSWER TO THE NATION’S PROBLEMS.

“Are his talks to the soldiers effective? The soldiers don’t look enthusiastic. They gawk at the President on stage but that’s all… There’s hardly any reaction to what he says except when he talks about giving pay raises.

“He repeats his hatred of drugs and drug users, and how he wants to kill them all. He continues to assail the U.S. and….. talks excitedly about allying the Philippines with China and Russia.

“WATCH THE FACES OF THE SOLDIERS NEXT TIME MR. DUTERTE VISITS A CAMP AND NOTICE HOW NOTHING SEEMS TO REGISTER IN THEIR MINDS. THEY STARE BLANKLY AT HIM AND SHOW NO REACTIONS.”

(NOTE: THE SAME IS TRUE FOR PNP UNITS THAT P.DU30 GATHERS EVEN MORE OFTEN TO TALK ABOUT KILLINGS). THE LESSON HERE IS THAT SOLDIERS/POLICEMEN ARE NOT DUMB ROBOTS – WHO MAY RESENT BEING REPEATEDLY TOLD THE SAME MESSY NEGATIVE MESSAGES FROM THE SAME SOURCE.

THE ESSENTIAL LINK:

A SOCIAL REFORM AND POVERTY ALLEVIATION AGENDA

THE ORGANIC LINK BETWEEN ENDURING PEACE AND SUSTAINABLE DEVELOPMENT IS A SOCIAL REFORM AND POVERTY ALLEVIATION AGENDA (SRPA). WITH THE PRESENT ALLOCATION OF MORE RESOURCES TO THE AFP AND PNP, THIS OBJECTIVE MUST BE PURSUED WITHOUT DIMINUTION. OUR 1997 LANDMARK R.A. 8425 TITLED “SOCIAL REFORM AND POVERTY ALLEVIATION ACT” WAS DESIGNED TO EMANCIPATE OUR PEOPLE FROM POVERTY AND INJUSTICE, AND REMAINS UNAMENDED (READ “VALID”) TODAY.

This SRPA concept constitutes the main thrust of the left-hand effort (or building-healing), and its operative principle remains unchanged. It is still based on “people empowerment,” and is a cherished part of the Filipino value system that has been eroded by recent fiascoes of corruption, cronyism, monopolism, and human rights violations. Because the poorest among our people have neither the economic means nor the political clout to lift up their lives, Government at all levels must become a liberating force on their behalf. (P.DIGONG, PLEASE TAKE NOTE AND DO IT!!!)

In nation-building, FVR’s frequent reference to the relevance of the bibingka (which must be cooked with fire both from the bottom and the top) is intended to compel ordinary people to help themselves, and focus officialdom on the need for good governance, equitable resource allocation, leadership by example, and effective linkages within national society and the international community.

IN OUR EFFORTS TO PULL OUT THE ROOT CAUSES OF TERRORISM, DISSIDENCE, CRIMINALITY AND DRUG ABUSE IN ORDER TO ELIMINATE THE MALEFACTORS, WE MUST NOT VICTIMIZE THE COMMON PEOPLE THEMSELVES BY BLIND OBEDIENCE TO HALF-BAKED PROGRAMS OF KILLING DRUG ADDICTS/PUSHERS/LORDS, SOUTHERN SECESSIONISTS, AND OTHER OUTLAWS. JUST KILLING, KILLING AND MORE KILLING – AS SOME LEADERS AND/OR COMMANDERS WOULD WANT TO DO – WON’T WORK FOR OUR 102 MILLION-STRONG PHILIPPINE TEAM.

If our leaders cannot effectively deal with these above-mentioned realities, then the whole of national life may be destabilized. Civil order may deteriorate irreversively.

Insurgency, rebellion and organized crime may continue unabated; people in the countryside, which is the Maoist “sea” for recruitment and support, may be further inflamed; terrorism may spread to urban centers plus other vulnerable areas – and our skilled young people may escape to more hospitable countries. More than that, the end-goal of our better future becomes more and more elusive!
