Here's are some of Locsin's comments on ANC's #NoFilter: Juan Ponce Enrile and the graduating lawmakers: "Johnny is one guy who will never die. He just keeps going and going." 16th Congress: "This Congress, the congresses under Noynoy were completely under his thumb. They did not function like a real independent branch of government." Dutertespeak: "I really believe, and I say this in my Teditorials, Duterte is talking like that because this is the last time he's going to be able to speak as himself." President Noynoy Aquino: "I'm so glad that Duterte has called for a boycott of all press conferences, because you know what? It's time to bring limelight back to the incumbent president." Vice President-elect Leni Robredo: "She was a marvel." Duterte vs media: "The loser in this is Duterte, because he has to keep his promise of the FOI [Freedom of Information law]. Once he issues that executive order on the FOI, every department is covered. That means, we don't have to talk to him again, we just have to look at the documents and we can keep exposing whether any of his appointees, or any of his friends are stealing. JULY 2 -BAGUIO CITY - Roberto Acosta, a retired fine arts professor from the University of the Philippines Baguio, makes his way around the city using his bamboo bicycle. His bamboo bike was made and given by a friend.
Acosta said, “Maganda kasi ang bamboo, very organic siya, eco friendly, kahit saan mayroon kang mahahanap na kawayan.”  Acosta also promotes the use of the bicycle to combat air pollution.“Sa bisikleta kasi, walang gasolina, walang usok na nilalabas at saka mas malaya ka ‘pag nagbibisikleta ka," he explained. "Nakakawala ng stress kasi nasa labas ka, compared sa loob ng kahon ng sasakayan na nakakulong ka.”  Acosta also carved some Cordilleran designs on the bamboo to make his bike more appealing and detailed. JULY 2 -Naging mapayapa ang paglilipat ng kapangyarihan bilang Pangulo ng bansa sa pagitan ni dating Pangulong Noynoy at ngayo'y Pangulong Rodrigo Duterte. Naging mapayapa ang paglilipat ng kapangyarihan bilang Pangulo ng bansa sa pagitan ni dating Pangulong Noynoy at ngayo'y Pangulong Rodrigo Duterte. 4. Sin tax law sa sigarilyo at alkohol

Ani Leachon, "dahil sa sin tax law, ang beneficiary niyan 'yung talagang mahihirap na pamilya sa Pilipinas kasi ito 'yung tinatawag na 'nasa laylayan ng lipunan' which is about 20 million."

Samantala, inisa-isa rin ni Leachon ang mga bagong programa na nabanggit umanong gagawin sa administrasyong Duterte kabilang na ang:

1. Sin tax sa junk food Una nang sinabi ni Finance Secretary Carlos "Sonny" Dominguez na pinag-iisipan na ang pagpataw ng karagdagang buwis para sa junk food para mabawasan na ang pagkain nito lalo't nakakasama ito sa kalusugan.

2. Paggaya ng Cuban health care system

Banggit ni Leachon, nasabi umano ng Pangulong Duterte na ipapadala niya si Ubial sa Cuba upang aralin ang sistema doon ng health care kung saan tila nakuha na ang timpla ng maayos na "welfare system."

Una nang pinuri ng World Health Organization (WHO) ang sistema ng Cuba pagdating sa usaping pangkalusugan dahil sa dami ng kanilang mga doktor at ipinagmamalaking "preventive health care" kung saan may isang doktor na nagmo-monitor sa kada 125 katao, may sakit man o wala.

Ayon sa doktor, sa bansa ay may isang doktor sa kada 20,000 katao. "The system of health care ng Cuba is better than US or other countries because ang important sa kanila, human resources," aniya.

3. Pagkakaroon ng mas mahusay na primary care kung saan may nurses at doktor kahit sa pinakamaliliit na barangay Paliwanag ni Leachon, para magaya ng bansa ang sistema ng health care ng Cuba ay kailangan pa ng mas maraming doktor sa bansa na tututok maging sa pinakamaliliit na barangay.

4. Taasan ang sweldo ng mga doktor, nurses at iba pang medical personnel Ani Leachon, hindi magkakaroon ng maraming doktor at nurses sa bansa kung hindi nila nakukuha ang sahod na sapat para sa kanila. Paliwanag nito, "we have a health human resource crisis.

We are the number one exporter ng nurses abroad sa buong mundo for nurses, number two tayong exporters ng doctor next to India." Sa kabila ng maraming espesyalista sa bansa, "ang reason is lack of opportunities na mag-practice dito kasi mababa ang salary particularly in the countryside so dapat 'yun pagtuunan ng pansin."

Samantala, nasa 50% ng mga doktor ay sa National Capital Region (NCR) nagpa-practice dahil inaayawan ang liit ng sahod sa maliliit na probinsya. Kung aniya mabibigyan ng mas mataas na sahod ang mga ito ay hindi na sila lalabas ng bansa.

5. Magkaroon ng inter-agency effort sa gobyerno Aniya, hindi lang DOH ang may papel para mas humusay ang health care sa bansa.

Sabi nito, gayahin ang sistema sa ibang bansa tulad ng Singapore kung saan bawal magkalat na makakatulong din sa public health ng mga mamamayan dahil sa maayos na waste disposal.

Dapat makipag-ugnayan din ang DOH sa Department of Public Works and Highways (DPWH) para makapaglagay ng mas maraming bike at walk lanes.

Ipinanawagan din nito ang kooperasyon ng Department of Labor and Employment (DOLE) sa DOH na siguraduhing may "smoke-free" itong lugar.

Maaari ring magkaroon ang mga kumpanya ng gym o "healthy" menu.
