EDITORIAL: MASQUERADING EMPTINESS


If the current trend in wooing votes will be the gauge, the campaign period for the elections next year will be among the worst ever in terms of using theatrics to exploit the Filipinos weakness for soap operas. The teams of presidential candidates Davao City Mayor Rodrigo Duterte and Sen. Grace Poe are evidently taking the cue from the success of the inane soap opera called “kalyeserye” featuring singer Alden Richards and Youtube find Maine Mendoza as basis for their campaign strategy. The story revolves on the courtship of a television hearthrob with a supposed nanny to an old woman. Poe is playing to the hilt the underdog image in appealing to the sensibilities of Filipinos to orphans, stretching the script to that of her rising from the depths of misfortune of being an unwanted child to being the next president of the country. All that is being dished by Poe backers in response to the valid question about her nationality and residency in the country to comply with the constitutional requirements for holding an elective office. Thus far, the theatrics had swayed the Senate Electoral Tribunal (SET) into voting to junk the Rizalito David disqualification case. Most of the senators who voted in favor of Poe cited their advocacy for the welfare of foundlings which is at the heart of the question on Poe as a natural born Filipino since the country’s law and statutes consider a foundling as stateless. A constitutional requirement on being a senator is that the holder of the position should be a natural born Filipino. The magistrates who sit in the SET were unanimous in saying that Poe is not a natural born Filipino and thus is disqualified from being a senator was inescapable. Noynoy seconded the votes in favor of Poe saying that the people should decide through their ballots next year on the qualification of the likely illegitimate senator. The campaign period is still more than two months away and yet, Davao City Mayor Rodrigo “Digong” Duterte is already treating us to an advance lesson is cursing, a sampler on how presidential speeches will be delivered if he gets elected, and how foreign dignitaries will be treated under his administration.
But aside from his trademark cursing, Duterte has also been bragging on how he had been violating the laws and getting away with it. Not only had he been flaunting his womanizing ways, the way he allegedly houses them in cheap boarding houses and walks to the nearest motels for their romantic trysts, Duterte had been admitting in the open how he had sent suspected criminals to their graves as mayor of his city, even threatening to kill a hundred thousand more if he gets elected president. In fact, CBCP President, Lingayen-Dagupan Archbishop Socrates Villegas describes him as a womanizer who is worse than a dictator and does not deserve to lead the country. And while Duterte vows to crush corruption by killing those who would be committing them under his watch, he could easily qualify as one those “dead men walking,” as Villegas stressed “Corruption, like a monster, is a devil with many faces,” and that includes adultery which seems to be the favorite pastime of the Davao City mayor. Vulgarity, for which Duterte is famous for, having cursed Pope Francis in front of his audience just to elicit laughter from his audience, is another form of corruption, according to Villegas.“And when we find vulgarity funny, we have really become beastly and barbaric as a people,” Villegas said in reference to Duterte’s supporters who would easily extend their laughing service to Duterte as if they are canned laughter, not aring whether the joke was delivered at the expense of someone else. Bishop Emeritus Oscar Cruz said Duterte had placed himself above God when he warned he would kill anyone who he thinks committed wrong. “This man is dangerous if he holds power because he considers himself god,” Cruz said. But what I find further irritating in this man is instead of showing remorse for cursing the head of my religion is his attempt to get away with lies and threat. First, rumors were circulated that Davao City Monsignor Paul Cuison had come into his defense. Afterwards, a post in a satirical Web site stating Pope Francis need no apology from him as he admired the city mayor for his honesty. Those were both false. Cuison denied the news attributed to him and Vatican has not issued any statement regarding Duterte’s cursing of the Holy Pope. With both defense backfiring, Duterte then threatened to expose the alleged anomalies within the Roman Catholic Church claiming he was a victim of sexual abuse from the Jesuits during his school days in Ateneo de Davao. Presidential aspirant Rodrigo Duterte, in just 24 hours, transformed himself from hero to heel, not only by issuing obscenities and profanities, but also directly attacking Pope Francis, who is a revered pontiff in this Catholic-dominated country. He called Pope Francis the son of a whore. His handlers and the PDP-Laban officials, who can hardly rein in Duterte or control him even, as all they really want is for him to win the presidential race and thereafter the virtual paper party becomes the country’s ruling party, knowing that with a Duterte in Malacañang, all these congressmen will quickly switch their political coats and swear allegiance to Duterte. That his obscenities and profanities, along with his admissions of having two wives and two mistresses and his vow to never give up the pleasures he gets from women, as well as his admission of having gleefully summarily executed rapists and kidnappers and burned their bodies in their car, plus the second worst cussing of calling the pontiff a son of a whore, were severely damaging to his presidential run, tried damage control, as these PDP-Laban officials and Alan Cayetano lied through their teeth, with all of them saying that such is his nature, and that Duterte does not mean what he says. Nobody buys that, especially as Duterte, while his handlers and supporters were coming up with damage control measures, reacted to the Catholic Bishops’ Conference of the Philippines sharply criticizing him and saying that Filipinos should not vote for him as the leader of the country, told reporters in an interview that “(he) will destroy the Church and the present status of so many priests and what they are doing,” he warned them. Added Duterte: “You priests, bishops, you condemn me and suggest that I withdraw. Then I will start to open my mouth. There are so many secrets that we kept as children. Do not force me to speak because this religion is not so scared.” He spoke of his being sexually abused by a priest. Personally, Rody Duterte, I doubt that your threat of being sexually abused by a priest or even priests, is not going to succeed in destroying the Catholic Church or its religion. So forget it. It won’t transform you to today’s heel to a “hero” again. The fact is, abuses by priests and even bishops all over the world have been exposed with some priests brought to court and expelled from the Church. To this day, the Catholic Church, despite the decades-long scandals, continues to stand, with the Catholic faithful standing behind it.

More appalling than Davao City Mayor Rodrigo Duterte’s vulgarity was the dumping of relief goods and rice in a deep pit remote village of Dagami town of Leyte province mainly as a result of the incompetence of the Department of Social Welfare and Development (DSWD). People in Leyte are who are crying for government assistance get instead the totally callous and harebrained administration that let people go hungry and helpless needlessly. There is no way to justify the total waste and the DSWD should be blamed for it in the discarded relief items. The explanation of Social Welfare Secretary Dinky Soliman was also totally moronic. She said the relief goods were buried in Dagami, Leyte, because these were unfit for human consumption. Her reply did not answer what caused the relief items to rot while in the care of government since the DSWD was saying then that all the items intended for the victims of typhoon “Yolanda” were fully accounted for. “We wanted to make sure that these goods that were unfit for human consumption would not be given to the survivors,” Soliman said. Of course it was not the case had the items been dispatched immediately to their intended beneficiaries instead of waiting for an opportunity to use these to score points with voters such as in the coming campaign period. Soliman is also now saying that the DSWD has a “gap” in its capacity to manage relief goods while claiming that several improvements are underway. “Various reports said the sacks of rice found in the pit bore markings of NFA (National Food Authority) but there were also plastic bags marked with DSWD (Department of Social Welfare and Development) in the same pit,” Sen. Ferdinand Marcos Jr. said while indicating that the Senate will be undertaking the controversy. According to residents near the DSWD disposal pit, after the reports broke on the rotting relief goods, the sacks disappeared from the pit where some residents first saw it. It was not even the first time that such an incident of dumping of relief goods had happened in the region. Some 900 sacks of rotten rice were also discovered in January this year in the compound of the Yolanda-damaged office of the Bureau of Customs Regional Office 8 in Tacloban City. READ MORE...

The fluid situation in the 2016 field of candidates when most are either facing disqualification challenges or arbitrary court suits has as beneficiary only Liberal Party (LP) candidate Mar Roxas. Among the presidential bets, it is also Sen. Miriam Defensor Santiago who is not facing any form of legal obstacle but doubts linger on her true health situation which makes her even a doubtful starter when the campaign period starts. The gain for Roxas is now being repackaged by the LP as his being immaculately clean as Caesar’s wife for seemingly being immune from any legal challenges. The fact that Roxas is unaffected while most of his opponents face headwinds tend to make the LP a suspect for the obvious operations to clear the field for its standard bearer. Poe, for all intents and purposes, is now disqualified due to the improbability of her surmounting the legal hurdles that were thrown her way. The next target could be Davao City Mayor Rodrigo Duterte who will likely face questions on his satisfying the rules on substitution as Martin Diño, the initial Partido Demokratiko Pilipino-Lakas ng Bayan (PDP-Laban) presidential bet as he filed a questionable certificate of candidacy (CoC). The Commission on Elections (Comelec), as proven in the Poe case, only needs not to accept the CoC of a candidate due to defects and cite the requirements of the law particularly the Omnibus Election Code to bump off a candidate. Operation Roxas unopposed appears to have been in play since last year when the Senate troika of Senators Koko Pimentel, Alan Peter Cayetano and Antonio Trillanes IV conspired with the Makati City political opponents of Jojo Binay to start a demolition campaign against the Vice President. The campaign against Poe, so she says, has a trail leading to the LP’s doors. The petition of Rizalito David with the Senate Electoral Tribunal (SET) to unseat Poe from the Senate seat was submitted almost at the same time as the public invitation through national television of Roxas for Poe to become his runningmate in the LP.
The David petition was viewed then, as a preview of the legal challenges on Poe’s presidential bid or a warning gun shot on Poe. Duterte tried to build up anticipation on his candidacy by also playing the reluctant candidate with him giving his certificate of candidacy only just late last week as a substitute for a PDP-Laban candidate whom everybody knows is merely reserving a slot for him.

Duterte, in trying to project himself an image of a no nonsense presidential candidate, is proving disastrous as he seems to be shooting himself on his foot.

In Davao City the other, he flaunted his having three mistresses and made reference to his expertise in juggling time among them as an attribute or a skill which can be applied on governance and managing the economy.



It, however, mirrored how shallow is his being a presidential candidate aside from likely inviting furor from the Church and feminist groups.

Duterte is peddling his questionable way of enforcing public order in his turf, Davao City, as a solution to the current crime wave throughout the country.

The ways of Duterte, however, run against the law and human rights which even if he has not been made accountable in his past misdeeds will certainly be inapplicable to the government under a democratic system unless he imposes a dictatorship.

The theatrics of both Duterte and Poe only reveal the utter lack of substance or even absence of a platform of government.

What can be discerned, thus far, as a semblance of a platform for Poe is the continuation of the Aquino administration policies which is what administration candidate Mar Roxas also offers while Duterte is banking solely on his inapplicable solutions against criminals.

Both are aptly in the same league as the inane television series.

But if this man really wants to lead the country, then why does he have to hide anything even information on possible abuses of school children? If it would unmasked the involvement of Church people, then so be it!

Unfortunately, Duterte resorts to threats like this whenever he gets cornered. Remember how he threatened to expose Mar Roxas’ and Leila de Lima’s skeletons in the closets if they won’t stop in spreading rumors against him?

Why would he deprive the people of the information on people who are seeking electoral post? If he is truly the leader he projects himslef to be, then he should be the first to inform the people of the “dark sides” of those candidates so as to warn the people of the possible grim scenarios should those people get elected.

But then, they are nothing but empty threats meant to divert issues away from him.

Some Catholics, even in the Philippines, may be at odds at some pronouncements made by the Church, such as the use of artificial birth control, or even staunchly for celibacy for clerics. Catholics may frown at the perversions of some of the clerics, and are for divorce, but for many Catholics, such are hardly equated with their faith in their religion and in God.

This is not to defend the Catholic Church and the faith. I have my own issues over the papal rulings of the Church and question certain doctrines and even the hypocrisy of some Church leaders. But my opinion is not the opinion of the vast majority of the Catholic faithful. To each his own religion and beliefs, I always say.

Despite many around the world having been attracted to other religions, it has been noted that with Francis as the elected Pope, he has, like Pope John Paul II, succeeded in attracting the youth and even those who have left the Church, back into the Catholic fold, more because Francis is not only charismatic, but is also a people person, appears to be sincerely for the poor ad downtrodden, for the abused children, and even forgiving toward Catholics who are divorced. Duterte certainly has no charisma at all. He turns people off, except the political idiots.

By his words and deeds, Francis has earned the respect of peoples all over the world — Catholics, Protestants, Muslims and whatever else religion there is. He strives for world peace, not war, and in the Philippines — as shown by his visit, there was no need for any complaint from the public of the traffic, road blocks or whatever usually annoys the public.

The people disciplined themselves and did not need any police pushing them out of the streets, which self-discipline showed their reverence for Pope Francis, and the popes before him who visited this country.



Duterte claimed that with his foul offensive mouth and uncouth personality, nature and his long history of being a lawbreaker, having killed criminals extra-judicially, he is showing the electorate just what kind of person and leader he expects to be — for people to accept him as he is, which means that people have to fear him as he does the unthinkable: Kill everyone who opposes him when he breaks the law.

What is clear is that for the Filipino people, especially the electorate, they have seen the real Duterte and that he is now a first class heel and a clear and present danger not only the democratic and constitutional way of life but also to society.

The damage has been done. Duterte’s presidential run is kaput.

Soliman also admitted that some DSWD personnel were remiss in their job but it did not take away her prime responsibility on the huge anomaly.


DINKY SOLIMAN

The DSWD head should also clear up the agency’s policy on the distribution of relief goods and funds primarily the earmarking of these to particular disasters as emergency situations in the country overlap primarily during typhoon season.

The buried DSWD supply bags showed that stocks of goods in the DSWD warehouses are either not being responsibly maintained or there is just an overflow of relief items that are not being distributed properly.

Burying the relief goods was obviously meant to hide these from public eye.

Soliman said the DSWD will investigate but a separate body should do the probing to get to the bottom of the scandal which tells on the disaster response capability of the administration that Noynoy even bragged in the climate change summit in Paris as having full competence.

Noynoy was even tapped to lead developing countries in developing programs to respond to the challenges posed by climate change in the summit based on the country’s experience in dealing with natural calamities.

The rotting relief goods in Leyte should have prompted Noynoy, had he been honest enough, to decline being a leader of the developing world in the summit.

With his role in the international stage, there can be a danger of his and the DSWD’s incompetence being replicated that may spark a global disaster.

Among the presidential bets, it is also Sen. Miriam Defensor Santiago who is not facing any form of legal obstacle but doubts linger on her true health situation which makes her even a doubtful starter when the campaign period starts.

The gain for Roxas is now being repackaged by the LP as his being immaculately clean as Caesar’s wife for seemingly being immune from any legal challenges.

The fact that Roxas is unaffected while most of his opponents face headwinds tend to make the LP a suspect for the obvious operations to clear the field for its standard bearer.

Poe, for all intents and purposes, is now disqualified due to the improbability of her surmounting the legal hurdles that were thrown her way.

The next target could be Davao City Mayor Rodrigo Duterte who will likely face questions on his satisfying the rules on substitution as Martin Diño, the initial Partido Demokratiko Pilipino-Lakas ng Bayan (PDP-Laban) presidential bet as he filed a questionable certificate of candidacy (CoC).

The Commission on Elections (Comelec), as proven in the Poe case, only needs not to accept the CoC of a candidate due to defects and cite the requirements of the law particularly the Omnibus Election Code to bump off a candidate.

Operation Roxas unopposed appears to have been in play since last year when the Senate troika of Senators Koko Pimentel, Alan Peter Cayetano and Antonio Trillanes IV conspired with the Makati City political opponents of Jojo Binay to start a demolition campaign against the Vice President.

The campaign against Poe, so she says, has a trail leading to the LP’s doors.

The petition of Rizalito David with the Senate Electoral Tribunal (SET) to unseat Poe from the Senate seat was submitted almost at the same time as the public invitation through national television of Roxas for Poe to become his runningmate in the LP.

The David petition was viewed then, as a preview of the legal challenges on Poe’s presidential bid or a warning gun shot on Poe.

Poe, however, was stung with the ambition to become president after topping some of the early presidential preference surveys and declined Roxas’ invitation.

Still and all, it really shouldn’t matter who filed the cases, allies or not, since what is important is whether the cases filed against Poe are meritorious and with constitutional basis.



Roxas has been from the start of the administration of Noynoy the designated successor but it seems his political star still failed to shine despite the many high-profile Cabinet positions and functions given to him.

Unfortunately, instead of shining, Mar even seems to have dug himself deeper in ignominy earning public contempt for his acts such as when he told Tacloban City Mayor Alfred Romualdez “You’re a Romualdez and the President is an Aquino” amid the desolation caused by typhoon “Yolanda.”

Sen. Serge Osmeña III then said that for Roxas to have a chance of prevailing in the polls this will depend on Poe in either becoming Roxas’ runningmate or drop out of the presidential race and endorse Roxas.

The botched attempt to eliminate Binay perhaps was the first of the LP’s Mission Unopposed agenda that seems to have evened its record with its apparent success to disqualify Poe, as perceived by many.

Binay had said that the LP has a grand objective of an 18-year domination of the government prior to the setting up of a party dictatorship through a semi-parliament which the LP-dominated House will set up through Charter change.

The inescapable conclusion is that the LP operation would have all the government resources in its command in clearing up the field for Roxas.

The LP and the yellow mob may again be at work to put its anointed on top of the 2016 heap, unopposed preferably.
