SWS: PERFORMANCE SURVEY, NOLI GETS +23 RATING, JPE +19, PUNO +1

, MARCH 13, 2010 (STAR) Public satisfaction with the performance of Vice President Noli de Castro dropped by nine points from +32 to +23 in the past three months, the latest survey by the Social Weather Stations (SWS) showed.

The survey, conducted from Dec. 5 to 10, found 52 percent satisfied and 28 percent dissatisfied with De Castro’s performance.

De Castro’s latest net satisfaction rating dropped to “moderate” +23 from “good” +32 in September 2009. It is just one point above his historically lowest score of +22 in May 2005.

The same survey also found 46 percent are satisfied and 27 percent dissatisfied with Senate President Juan Ponce Enrile, while 33 percent are satisfied and 32 percent dissatisfied with Chief Justice Reynato Puno.

House Speaker Prospero Nograles continued to receive “poor” rating, with 21 percent satisfied and 40 percent dissatisfied.

SWS said Enrile’s net satisfaction rating has been moderate over the past three quarters: it was +23 in June, +14 in September, and +19 in December.

The net satisfaction rating of Nograles stayed at a poor -20 from September to December 2009.

On the other hand, Puno’s net satisfaction rating has been at “neutral” levels since March 2007, with his latest net rating at +1, similar to +2 in September.

The December 2009 survey also showed that 51 percent are satisfied and 24 percent dissatisfied with the performance of the Senate, or a moderate net +27, three points down from the +30 in both June and September 2009.

There were 38 percent satisfied and 30 percent dissatisfied with the House of Representatives, for a neutral net satisfaction rating of +9, correctly rounded, similar to +10 in the previous quarter.

The survey found 45 percent satisfied and 27 percent dissatisfied with the performance of the Supreme Court, or a moderate +18, four points up from +14 in the previous quarter.

It found 34 percent satisfied and 35 percent dissatisfied with the Cabinet as a whole, or a neutral -1, similar to -5 in the previous quarter.

The net satisfaction rating of the Cabinet has been neutral since August 2005, except in March 2006 and March 2008 when it was at -10.

The non-commissioned survey used face-to-face interviews of 2,100 adults divided into random samples of 300 in Metro Manila and 600 each in balance of Luzon, Visayas and Mindanao.

It used sampling error margins of plus or minus 2.2 percentage points for national percentages, plus or minus six percentage points for Metro Manila and plus or minus four percentage points for balance Luzon, Visayas and Mindanao. – Helen Flores
