AUTOMATED  POLLS  FOR  PINOYS  OVERSEAS

MANILA, NOVEMBER 19
, 2009 (MALAYA) THE Commission on Elections (Comelec) yesterday announced that it will also implement an automated election system for absentee voters abroad but only in areas with a significant number of Filipinos.

Comelec Spokesman James Jimenez said among the areas where Precinct Count Optical Scan (PCOS) machines will be provided are in Hong Kong, Singapore and some areas in the Middle East.

He said the PCOS machines will be brought and stored in Philippine embassies and consulates.

There are some 140,000 Filipinos in Hong Kong, more than 150,000 in Singapore and about two million in the Middle East.

Jimenez said with the use of automated system, the voting period in those areas will only be on May 10, 2010.

However, he said the other areas where overseas absentee voting (OAV) will be held would still use the manual system.

"For the rest of the world, usual rules of OAV will apply. They will be able to vote about a month before Election Day. They will need much time really to send their ballots in by mail," Jimenez stressed.

Under the manual system, Filipinos abroad would be sent individual forms containing the official ballot along with the general instructions on how to fill-up and mail back the filled-up ballot.

The ballots will then be collected, counted and tallied in Philippine posts abroad before being sent back to the country in time for the canvassing by the National Board of Canvassers.

Jimenez said they are looking at around 750,000 registered voters for the 2010 polls.

Noynoy's cousin says he is no longer connected with Pulse Asia (The Philippine Star) Updated November 19, 2009 12:00 AM

MANILA, Philippines - A cousin of Sen. Benigno Aquino III said yesterday he has already divested himself of interests in Pulse Asia since the Liberal Party standard-bearer decided to run for president last September.

Rafael Lopa was reacting to insinuations that his being a member of Pulse Asia’s board of directors is creating doubts on the integrity of the results of Pulse Asia’s surveys where Aquino continues to top the list of presidential aspirants.

“I already divested myself from Pulse Asia,” he said.

“I am no longer a director of Pulse Asia. I am no longer involved in Pulse Asia. I divested when Noynoy decided to run for president.”

Lopa said that since 2008, Pulse Asia has been operated by Prof. Felipe Miranda.

“I want to tell the people at this point in time that the people who are running Pulse Asia and their workers are very professional,” he said.

“I have no doubt that the survey has been conducted in the best way and professionally by the people who are running Pulse Asia. The surveys are indications of where the people are.”

Aquino got 44 percent in Pulse Asia’s October survey on Filipinos’ preferences for the May 2010 elections.

Sen. Manuel Villar landed a distant second with 19 percent; Sen. Francis Escudero, third with 13 percent and former President Joseph Estrada, 11 percent. – Jose Rodel Clapano
