GMA VIOLATED CHARTER BY ENDORSING WAR -- ENRILE

Manila, Feb. 6, 2003 -- President Gloria Macapagal Mrs. Arroyo could have violated the Constitution by committing an impeachable offense for her evident endorsement of war as an option against Saddam.

In a statement, former Sen. Juan Ponce Enrile said Mrs. Arroyo violated the Revised Penal Code Article 118.

"Article 118 of the Revised Penal Code under an inciting to war or giving motive for reprisal, the penalty of reclusion temporal shall be imposed on any public officer or government employee who unlawfully or for an unauthorized act provokes or gives occasion for a war involving or liable to involve the Philippines or exposes the Filipino citizens to reprisal of its people and their properties," Enrile said.

The former senator added Mrs. Arroyo is not only putting some 1.4 million OFWs in the Middle East in danger but millions of OFWs in different Islamic countries around the world.

"Aside from our OFWs which she's (Mrs. Arroyo) placing in great danger, she is jeopardizing our other national interests in the Middle East such as oil," Enrile said.

"The problem here is that Iraq along with its allies in the Islamic communities could pressure our OFWs and very soon our workers would be sent home or be left jobless because of her (Mrs. Arroyo)," he added.
