ERAP BANS ERAP PLATES, CHECKS MISUSE OF SEAL
Malacanang, Aug. 14, 1999 - President Estrada has issued an order to arrest the rampant misuse of the seal of the President of the Republic of the Philippines in all forms and at the same time prohibiting "Erap" car plates from all motor vehicles.
Executive Order No. 141 declared the use of the presidential seal in various forms such as in stickers, stamps, business cards, passes, car plates, clothing, tokens, souvenirs and stationeries as constituting illegal acts.
Presidential Spokesperson Jerry Barican said any person or organization found guilty of violating EO 141 shall be subjected to penalties provided under Article 179 of the Revised Penal Code.
"In signing EO 141 yesterday, the President noted the widespread unauthorized commercial use of the presidential seal by way of stickers, pins, keychains, calling cards, stationery and other similar materials," Barican said.
Mr. Estrada stressed in EO 141 that the seal is "personal" to the President of the country.
According to Barican, the President also prohibited the unauthorized manufacture, sale and distribution of the presidential seal in various forms.
The President designated the Presidential Security Group as lead agency in enforcing 141.
The Department of Justice, National Bureau of Investigation, Philippine National Police, Metro Manila Development Authority, and the Land Transportation Office were also directed to ensure the proper implementation of the order.
These agencies will monitor compliance of EO 141, effect the apprehension and confiscation of unauthorized items bearing the presidential seal as well as the investigation and filing of appropriate charges against violators.
Mr. Estrada required the PSG to submit to the Office of the President, through the Presidential Management Staff, a report on the implementation of EO 141 within 20 days from the date of its effectivity, (Aug. 12).
