Manila, Jan. 22, 1998 - Metropolitan Manila Development Authority (MMDA) chairman Prospero Oreta yesterday appealed to all candidates for public office to refrain from putting up posters, billboards and other propaganda materials before the campaign period has even officially started.
Oreta made the appeal after receiving complaints from residents whose perimeter walls, gates, windows, cars and other properties have been defaced by political posters pasted indiscriminately on every available surface in the metropolis.
Several cases of vandalism have also been reported when the names of candidates were sprayed on using regular paint or when the names are written using permanent markers.
Chairman Oreta reminded candidates that any unauthorized posting of materials in public places is a violation of the MMDA Regulation known as the Anti-Littering Regulation.
He added that property owners are on the verge of filing cases against the candidates.
