DAVAO ALSA MASA REVIVED VS. TERRORISTS
Davao City, Oct. 26, 1997 - Police have resurrected the anti-communist Alsa Masa to assist in intelligence work against terrorists.
Senior Inspector Alberto Ginese, Police Community Relations chief, said the Alsa Masa will monitor the possible entry of terrorists in their respective communities. The information they gather will be evaluated by police intelligence operatives.
The Alsa Masa was established at the height of the killing spree of the communist New People's Army in 1984. It was responsible for restoring peace and order to many barangays of Davao City, but it also became the center of controversy after it was charged with human rights violations.
Ginese said the Bantay Bayan and barangay police will also be used to spy on suspected terrorists entering Davao City.
