TOLOSA, LEYTE MAYOR UNSEATED

Tacloban City, Sept. 24, 1997 - A court here has unseated the mayor of Imelda Marcos' home town and declared his rival as the winner in the 1995 elections.

Judge Mateo Leanda ruled that candidate Edilberto Zabala won over Tolosa Mayor Ildefonso Roa by a slim margin of only 31 votes.

Although some members of the Tolosa municipal council have reportedly acknowledged Zabala as their new mayor, Roa refused to yield and claimed that the decision was not yet final and executory.

Mayor Roa is expected to appeal the decision and hang on to his post pending final ruling from a higher court. Policemen have been posted at the townhall to prevent any violence in the event followers of both camps stage a confrontation.
